Competition organiser Tagi Vonolagi said the penalty shootout showed the intensity of the competition and the rivalry between the teams.
Defending champions Digicel I lost to Movement International 5-1 and Southern Forest overcame Merchant Finance in the JR White Cup competition at the Vodafone Arena in Suva.
"The game of the evening belonged to the two media giants Fiji Television and Fiji Broadcasting," Vonolagi said.
"The game lived up to expectations and went down to the wire and they had to determine the winner through a penalty shootout and Fiji TV was the better of the two teams winning 4-3.
"Then there was an upset in the last quarter-final when an unknown Commerce Commission defeated the most skilful team of the competition, Carpenters, also by penalty shootout 3-2."
The former national goalkeeper said the weaker teams had re-grouped and were no longer pushovers in the competition.
Meanwhile, 231 Waimanu are the new holders of the Classic Stationary Supplies Cup.
The finals will be played next Monday.
