Eight slots in the finals, played in Antwerp from 28 January to 8 February, were filled after the main round last March. Group winners Spain (the holders), Italy, Russia, Slovenia, Portugal, Azerbaijan and the Czech Republic earned berths alongside hosts Belgium.
Group runners-up Ukraine, the Netherlands, Hungary, Romania, Croatia, Serbia, and Bosnia and Herzegovina, plus best third-placed team Slovakia, now each face a two-legged play-off on 17 and 24 September.
The draw, which will be made by former Spain player Kike, is open other than Slovakia cannot be matched with the side that finished second in their main round group, Bosnia and Herzegovina.
The first four teams picked will be allocated to ties 1 to 4 in ascending order and play the first leg at home. The last four countries drawn will be allocated in similar fashion, with the exception of Slovakia facing Bosnia and Herzegovina.
