Oliveira admitted that Santos' success in Brazil and abroad has forced the club to make a gargantuan effort to prevent their biggest stars from leaving while balancing their books.
"The Neymar operation was something that had never been done before, but it came with a price," he told a news conference.
"With the titles that we have won in the last years, our payroll had to be readjusted, because the value of our athletes is now higher.
"It is normal to cut costs, the decision to achieve this is always complicated, but we are in a period of transition in female football. Perhaps a shock will make things change.
"Our futsal team had good visibility, but our payroll was big, and Santos cannot afford to have a team that is not self-sustaining."
